atlas-fastq-provider: Retrieval method should be removed/disabled depending on selected Resource or directory

Retrieval method in atlas-fastq-provider Wrapper should be removed/disabled depending on selected Resource or directory.

Tool and Wrapper works at the moment, but Files with HCA source will use the 'hca' download method regardless (-m will have no effect). Private ENA files will be fetched via 'ssh' (-m will have has no effect). The 'http' method refers to an HTTP endpoint in the EBI Fire resource.

These two parameters could be restructured with conditions so its easier to understand for user.
