Update sceasy to 0.0.7 in Galaxy

Hi Folks,

The current version of sceasy is 0.0.7 (https://github.com/cellgeni/sceasy/tree/v0.0.7), but the latest version available in Galaxy is 0.0.5 (https://toolshed.g2.bx.psu.edu/repository?repository_id=a4381cd7162476d9).

Could we get an sceasy update to 0.0.7 in Galaxy?

Hi, I have started a PR #294 , but I see that there are no test data unfortunately to try this with. I'll try to find time to find some small datasets and try them, but not sure when that might be :-( .

@quacksawbones I have found some test datasets, however the size differences I'm getting in the transformations against expected files are large. Would you be able to check if the resulting files in each case make sense compared to their inputs here #294 ? Thanks!
