Assess whether we should bring kallisto fpkms for transcripts to the data prod part

Currently for transcripts quantification from kallisto we are only bringing tpms and not fpkms. Please asses whether fpkms are available or not on ISL for transcripts, and then if so add them to the atlas data prod part here https://github.com/ebi-gene-expression-group/bulk-recalculations/blob/feature/reprocess-rules/Snakefile#L767

transcripts.fpkm.kallisto.tsv are available, but have not been reported by Atlas so far. I will add a new feature to allow this.
