Add an option to use ENV files for parameters

Currently we can only use command line parameters to define the configuration for generating the release notes.
It would be useful to be able to use an ENV file to define them.
The parameters would be a bit more portable to be able to pass it to another user.
We could also define config for different repositories and change easily from one to another one.
