Fixed broken link in the add atlas readme. (#252)

* Fixed broken link in the add atlas readme.

* fixed a broken link to the developers guide

* The Waxholm has a more recent publication than the one linked to

The information in the recent paper is more up to date.

* updated allen mouse link to point to publications DOI
