Add release notes generation as suggested in #38 (comment).

The release.yml is in current state (and due to non-conforming commit messages) a subject for improvement. Therefore the initial draft mode of this PR.

@neteler Please try this out when you get the time. Should work. Only release.yml may need some refinement. On the other hand, the change log is not that long not to be able to fine tune manually.

Nothing wrong to have it automated, on the contrary! What I mean, the auto grouping based on commit message will not (so far), as the messages are not adapted to that ends.
