Early notes for this.

As an analyst/planner, I would like to understand the potential risk-reduction effects of various schemes. For example, if some coastal flood protection infrastructure were introduced, with protective effects (up to a defined return period standard?) over an inland area, what would be the overall costs and risk-reduction benefits?

Implementation idea: add a polygon layer for "protection schemes" (terminology tbd). Each scheme has a name, description, reference ID, and pre-calculated costs and benefits across relevant hazards and aggregated for relevant infrastructure assets (or broken down in detail). Click on a polygon to bring up the right-hand detail sidebar with all the info, with small charts and tables if useful.

This scheme-related data can be packed into the vector tiles if small, or sat on the server, for example in JSONB field in the database - new table (?) to be designed.
