Sounds like you are missing libtool ?

portage says I have libtool-2.4.7

Same problem here on Gentoo. Downgrading libtool to 2.4.6 doesn't work.
@drescherjm did you come up with a solution ?

I suggest you run autoreconf -fi before the ./configure step.
I have libtool 2.4.7 on Fedora and it works just fine.
