Dogfooding: What happened to Fleet Desktop? EDIT - it's back now

🧑‍💻  Steps to reproduce

  1. Sat Dec 14, 2024 - Fleet Desktop was missing from my computer after restarting on 2024-12-14 at 08.03.05 pacific time

What I THINK happened is that I restarted when I had no internet, and so the icon disappeared.

But if so, and that's expected, then that is disorienting and makes it seem broken.

Instead, the Fleet Desktop icon should stay there even when you are offline. And if we're concerned about folks having a bad experience when they try to actually use the menu, then we can instead disable the items in the menu and/or replace them with a message about how you are currently offline.
