tar_quarto() works fine as:

  tar_quarto(
    penguin_report,
    path = "penguin_report.qmd"
  )

instead of

  tar_quarto(
    penguin_report,
    path = "penguin_report.qmd",
    quiet = FALSE,
    packages = c("targets", "tidyverse")
  )
