Optimise slow pages

History are requesting menu sections lists a lot of information at once, which can cause the website to be slow.

@peterbispham can do some improvements with indexing the database and look for inefficient queries.

This might be due to the debugger toolbar - I disabled it during the statification testing and the pages load much faster since all the html for the debugger isn't being included
