Paged interface for PCAPs (200 cow points)

Big files like PCAPs and Memory Images (in another issue) need to have paged interfaces that basically implement the 'file-like-object' interface. The files themselves will be stored as pages in the datastore, that way the pages can be 'streamed' through the workers and not chew up all the memory.
