Consider creating new package for Aeon streaming

As we start migrating into large-scale continuous data streaming, we will need a variety of reusable encoders and decoders for various data types. It will make the most sense to include these in a dedicated Aeon-aware package so encoding can be optimized and to make it easier to plug into various workflows.

A non-exhaustive list of encoder / decoder pairs:

• Harp streams
• Video streams
• Audio / Ephys streams
• CSV / Text streams

The tentative proposal for package name is: Aeon.Streaming
