Change pipeline to deal with sessions without TTLs in harp and ephys

Currently the pipeline will try to run on all sessions, regardless of whether TTLS are as expected or whether there is ephys data. The main pipeline needs to incoorporate TTL checks into its logic such that harp data streams are saved in harp time if either the TTLs don't work, or the ephys data does not exist.
