this should

add them to the neuromorphic-users group
create a new collab
add them to the team for that collab
give them a test quota in that collab
enter the Collab ID into the Jupyter code, or provide a function which retrieves the ID automatically
send a notification to the user, or generate a text that can be pasted into an e-mail

apdavison added the AdminApp label
