Headless theme

I think we should create a 2nd theme in the themes folder for headless sites. This will have less functionality that the currently theme but sufficient enough to activate and save block patterns but it does not need things such as the assets folder, modules, etc.

New projects can delete things they don't need from the existing theme but it's not quick or straightforward as you do need some of the code within the theme so you have to firstly review it and determine what is needed. New projects will scaffold much faster if they pick between the theme they need for the type of the project they are working on
